What: Webby gives Lena a gift! But there's always much more to it than that.
It occurred to Webby that with all the fussing and planning she was doing over the "protective" friendship bracelet, it was never going to be perfect. Or perfect enough for her, at any rate. Plus, given what she'd learned about Lena's fears and the fight Lena had with Louie, Webby ultimately decided that enough was enough, and her friend needed more than just magical protection - but a reminder of what was important.
So once all the classes were done for the day, Webby sent out her familiar, Jorry the snake, to deliver a message to Lena.
Meet me at Loch Lake in an hour!
"It" is ready to go!

Why the lake? Aside from being a cool, mysterious place that Webby thought was beautiful (all three also described Lena to a T!) , she figured it was far enough away from the school grounds that Lena might relax, given Lena's inherent yet understandable distrust of the school.
Webby was at the lake much earlier than the note said to be, mostly to plan out the last details and practice what she wanted to say.
